		<description>You are right Tammy, it is not the first case of institutionalized bullying, and likely not the last either. When you have a country like the USA, who continually vilifies an ethnicity as we have seen most recently with Muslim-Americans, and all to recently with Japanese-Americans, or Russian-Americans, one can only come to expect such systemic bigotry at the expense of our younger generation, who, at their age are unfortunately too fragile for such cruel and inane treatment.</description>

Examples I&#039;ve heard to justify bullying include &quot;it&#039;s okay to ignore her-she&#039;s annoying&quot;, &quot;He hit me first&quot;, &quot;My mom said to ignore them&quot;, &quot;We can only have 2 people play this game at a time&quot;. 

But bullying is all about power. Giving people the power to bully through making laws like this just makes bullying okay. People bully those in the service industry for reasons like &quot; they messed up my order&quot; or &quot;they were rude&quot; - when really it&#039;s just about power and entitlement.
